RULES OF RESERVATION OF SEATS FOR LL.B. / B.A.LL.B. PROGRAMME:

2.2 GO & KSLU Rules of Reservation

RULES FOR ADMISSION:

  • Eligibility and other conditions to obtain admission is as per Karnataka State Law University, Hubballi Ordinance which is found in the prospectus.
  • The students shall take only provisional admission into the course which is subject to the approval by the University.
  • Students from outside Karnataka State seeking admission shall have to obtain “Eligibility Certificate” from the Karnataka State Law University before submitting their admission application to the college. The details for obtaining Eligibility Certificate can be obtained from college office.

RULES FOR ADMISSION:

  • The application for admission shall be made in the prescribed form.
  • All the original documents of the qualifying exam including marks list, degree certificate, T.C. shall be produced along with two sets of Xerox copies of same at the time of admission. Two passport size photos & two stamp size photos shall be attached to the application.
  • Fee including the hostel fees as prescribed by the University, Govt. And KLE Society shall be paid at the time of admission.
  • Admission must be taken personally.

REGULATIONS GOVERNING THREE YEAR LL.B. DEGREE COURSE IN LAW

  • The Vice Chancellor of the Karnataka State Law University, Hubballi makes the following Regulations under Section 86 read with Section 34 (2) (ii) and section 49 of the Karnataka State Law University Act, 2009.
01 TITLE
  • These Regulations may be called as “The Karnataka State Law University’s Regulations Governing the Three Year LL.B. Degree Course in Law”.
02 EXTENT
  • These Regulations extend to all University Law Colleges, Departments of studies in Law and all affiliated Law Colleges within the jurisdiction of the Karnataka State Law University which are accorded permission to star Three Year Degree Course in Law.
03 COMMENCEMENT
  • These Regulations shall come into force from the beginning of the academic year 2009-10.
04 DEFINITIONS
  • In these Regulations, the expressions, “University”, “University Area”, “College”, “Affiliated College”, “Department”, Department of Studies”, “Post Graduate Department”, “Post Graduate Department of Studies”, “Teachers”, “University”, “University Area”, “University College” and “Principal” bear the same meaning /s as assigned under Section 2 of the Karnataka State Law University Act, 2009.
05 THE COURSE & DURATION
  • LL.B. Three Year degree course shall be of three years’ duration spread over six semesters.
  • Each Academic Year shall be divided into two semesters.
  • Each Semester shall consist of 18 weeks.
  • The papers and the syllabus shall be as given in the Schedule appended to these Regulations.
06 INSTRUCTIONS & TRAINNING
  • Instructions and training for the course shall be not less than 30 class-hours per week including tutorials, moot room exercise and seminars provided there shall be at least 24 lecture hours per week.
  • There shall be for each paper four class hours of one hour duration each and one hour of tutorial / moot court/project work per week.
  • Each registered student shall have completed minimum of 12 weeks of internship during the entire period of legal studies under NGO, Trial and Appellate Advocates, Judiciary, Legal Regulatory authorities, Legislatures and Parliament, other Legal Functionaries, Market Institutions, Law Firms, Companies and Local Self Government.
  • The internship in any year cannot be for a continuous period of more than Four Weeks and all students shall at least gone through once in the entire academic period with Trial and Appellate Advocates.
  • Each student shall keep internship diary in the form stipulated by the University and the same shall be evaluated by the Guide in Internship and also a Core Faculty member of the staff each time. The total marks shall be assessed in the Final Semester of the course in the 4th Clinical paper as stipulated under the Schedule appended to these Regulations.
Explanation:
  • A College or Department shall be deemed to be working whole time if the working time of the College or University Department extends to at least eight hours continuously on every working day comprising of class room teaching of four periods, each period being of one hour duration and the remaining four hours devoted to clinical, curricular and co-curricular activities.
07 ELIGBILITY CRITERIA FOR ADMISSION
  • An applicant who has graduated in any discipline of knowledge from a University established by an Act of Parliament or by a state Legislature or an equivalent national institution recognised as a Deemed to be University or Foreign University recognised as equivalent to the status of an Indian University by an authority competent to declare equivalence, may apply for three year degree course in law leading to the conferment of LL.B. degree on successful completion of the regular programme conducted under these Regulations.
  • In continuation of the Admission Notification for the year 2017-18 under ref.no.1 above the following corrigendum is issued. In admission guidelines, 1(A) (b) and 1(B) (b) shall be read as under. Minimum percentage of marks in qualifying examination shall not be below 45% (44.5% and above shall be treated as 45%) of total marks in case of general category applicants, 42% (41.5% and above shall be treated as 42%) for OBC category and 40% (39.5% and above shall be treated as 40%) of total marks in case of SC and ST applicants.
  • Maximum age for seeking admission is limited to thirty years in case of general category of applicants and to thirty five years in the case of applicants from SC,ST and other backward communities as on 1st June.
08 ADMISSION PROCEDURE
  • Admission to the course shall be made strictly on the basis of the merit.
  • Provided that while making admission to the course reservation policy of the Government of Karnataka governing admission to higher educational institutions issued from time to time shall be applied.
09 INTAKE
  • No college or department of studies in Law authrised to impart eduation in the LL.B. degree course shall admit more than 60 students in one division.
  • The University shall reserve the right to prescribe the number of divisions in each law college or the Department of Studies in Law.
10 TUTION AND OTHER FEES
  • Candidates seeking admission to the LL.B. degree course and those admitted to such course shall pay the tuition and other fees prescribed by the University from time to time.
11 CURRICULA
  • Candidates admitted to the LL.B. course shall have to attend 06 semester course spread over 3 years.
  • In each semester, the students shall have to study the courses prescribed by the University in these Regulations.
  • The course descriptions shall be, as set out from time to time, in the schedule.
12 MEDIUM OF INSTRUCTION
  • The medium of instruction in the LL.B. degree course shall be English. However, the examinees shall have the option to answer the question papers in the examination either in English or in Kannada.
13 ATTENDANCE
  • No students shall be permitted to appear for the end-of-semester examination in a given course unless he/she has, to the satisfaction of the course teacher, fulfilled the course requirements and has put in not less 70% attendance in the course concerned.
  • Provided that a student who has attended not less than 65% of classes in each of the subjects prescribed may be permitted to keep the term for reasons to be recorded in writing and to the satisfaction of the Principal of the college or the Dean of the Faculty as the case may be.
14 PROMOTION
  • Every student shall be promoted to the next higher class irrespective of the fact that he has failed in any of the papers prescribed for the study.
  • Students are required to successfully complete the entire course within six years from admission to the course.
15 AWARD OF THE DEGREE
  • A student shall be eligible for the award of the LL.B. (Bachelor of Law) Degree after he/she has successfully completed all the prescribed course in all semesters and provided his or her character and conduct are found to be satisfactory during the course.
16 AWARD OF CLASSES
The award of classes shall be as under:
  • 70% and more First class with Distinction
  • 60% and above but less than 70% First Class
  • 50% and above but less than 60% Second Class
  • 40 % and above but less than 50% Pass Class

Note: Ordinance is subject to change from time to time as per KSLU, Hubballi.

REGULATIONS GOVERNING FIVE YEAR B.A., LL.B. INTEGRATED DEGREE COURSE IN LAW

  • The Vice Chancellor of the Karnataka State Law University, Hubballi makes the following Regulations under Section 86 read with Section 34 (2) (ii) and section 49 of the Karnataka State Law University Act, 2009.

04 DEFINITIONS
  • “Integrated Degree Course in Law” means double degree course comprising the bachelor degree in arts prosecuted simultaneously with the degree course in law in an integrated manner as designed by the University from time to time for a continuous period of not less than five years.
  • In these Regulations, the expressions, “University”, “University Area”, “College”, “Affiliated College”, “Department”, Department of Studies”, “Post Graduate Department”, “Post Graduate Department of Studies”, “Teachers”, “University”, “University Area”, “University College” and “Principal” bear the same meaning /s as assigned under Section 2 of the Karnataka State Law University Act, 2009.

  • B.A., LL.B. Integrated double degree course combines Bachelors’ degree course in Arts together with the Bachelors’’ degree course in law.
  • The duration of the B.A., LL.B. course shall be five academic years consisting of ten semesters.
  • Each Academic Year shall be divided into two semesters.
  • Each Semester shall consist of 18 weeks.
  • The papers and the syllabus shall be as given in the Schedule appended to these Regulations.

07 ELIGBILITY CRITERIA FOR ADMISSION
  • An applicant who has successfully compared Pre-University course or senior Secondary school course (‘+2’) or equivalent such as (11+1, ‘A’ level in senior school leaving Certificate Course) from a recognised University of India or outside or from Senior Secondary Board or equivalent, constituted or recognised by the Union or by the state Government or from any equivalent institution from a foreign country recognised by the government of that country, may apply for and be admitted into the course. Provided that applicants who have obtained +2 Higher Secondary Pass Certificate or First Degree Certificate after prosecuting studies in distance or correspondence method shall also be considered as eligible for admission to the course. Provided further that the applicants who have obtained 10+2 or graduation or post graduation through open Universities system directly without having any basic qualification for prosecuting such studies are not eligible for admission to the course.
  • In continuation of the Admission Notification for the year 2017-18 under ref.no.1 above the following corrigendum is issued. In admission guidelines, 1(A) (b) and 1(B) (b) shall be read as under.   • Maximum age for seeking admission is limited to twenty years in case of general category of applicants and to twenty two years in the case of applicants from SC, ST and other backward communities as on 1st June.
08 ADMISSION PROCEDURE
  • Admission to the course shall be made strictly on the basis of the merit taking into account total marks obtained in the qualifying examination. Provided that while making admission to the course reservation policy of the Government of Karnataka governing admission to higher educational institutions issued from time to time shall be applied.
09 INTAKE
  • No college or department of studies in Law authorized to impart education in the B.A., LL.B. degree course shall admit more than 60 students in one division.
  • The University shall reserve the right to prescribe the number of divisions in each law college or the Department of Studies in Law.
10 TUTION AND OTHER FEES
  • Candidates seeking admission to the Five year B.A., LL.B. degree course and those admitted to such course shall pay the tuition and other fees prescribed by the University from time to time.

  • In each semester, the students shall have to study the courses prescribed by the University in these Regulations.

12 MEDIUM OF INSTRUCTION
  • The medium of instruction in the Five year B.A., LL.B. degree course shall be English. However, the examinees shall have the option to answer the question papers in the examination either in English or in Kannada.
13 ATTENDANCE
  • No students shall be permitted to appear for the end-of-semester examination in a given course unless he/she has, to the satisfaction of the course teacher, fulfilled the course requirements and has put in not less 70% attendance in the course concerned. Provided that a student who has attended not less than 65% of classes in each of the subjects prescribed may be permitted to keep the term for reasons to be recorded in writing and to the satisfaction of the Principal of the college or the Dean of the Faculty as the case may be.
14 PROHIBITION AGAINST LATERAL ENTRY AND EXIT
  • There shall be no lateral entry on the plea of graduation in any subject or exit by way of awarding a degree splitting the integrated double degree course, at any intermediary stage integrated double degree course.
15 PROMOTION
  • No student shall be promoted to the next year of the course unless he/she has passed minimum of two subjects in a year.
  • Students are required to successfully complete the entire course within eight years from admission to the course.
16 AWARD OF THE DEGREE
  • A student shall be eligible for the award of the B.A., LL.B. (Bachelor of Arts and Bachelor of Law) Degree after he/she has successfully completed all the prescribed course in all semesters and provided his or her character and conduct are found to be satisfactory during the course.
17 AWARD OF CLASSES
The award of classes shall be as under:
  • 70% and more First class with Distinction
  • 60% and above but less than 70% First Class
  • 50% and above but less than 60% Second Class
  • 40 % and above but less than 50% Pass Class

Note: Ordinance is subject to change from time to time as per KSLU, Hubballi.

GENERAL RULES OF DISCIPLINE

  • Students are required to exhibit high standard of academic interest and responsible behavior, befitting as Law Student.
  • Rules of Discipline will be framed from time to time and notified and shall strictly binding on all students.
  • Students shall wear the uniform (Blazer) as prescribed by the college every Monday and Thursday.
  • Students must be regular in attendance and for any absence continuously for more than a week, prior permission from the Principal shall be necessary.
  • Minimum 75% attendance is compulsory, students who have attended less than 75% of the classes will not be allowed to fill the exam forms as per University rules.
  • The scheme of selection decided and opted by the Principal for students Representatives for the respective academic year, shall be final. The rules and procedure made for that purpose by the Principal shall be final.

SCHOLARSHIP AND PRIZES

  • The government of Karnataka and Government of India will award the scholarship to scheduled caste (SC), scheduled tribe (ST) and OBC students are advised to apply for the same within the prescribed date which will be notified on the college notice board.
